Rob Banks called the meeting to order at 7 PM.
Present were ten people.

1 – A motion from the Bylaws Committee to adopt revisions to Article VI.
This item is a carry forward from the November annual meeting. Motion passed
without opposition.
2 – Jan Zoebel could not make it to the meeting to report on the Washburn-Lane
Parkway monuments design efforts.
3 – Roger Viola, Topeka Community Foundation President, started a
discussion of the upcoming Topeka Visioning process. Marsha Sheehan, Topeka
Chamber, explained that the project is about to go public. Visioning is a neutral
process to involve grassroots input to help determine what we want our
community to look like. The intent is to cover every stakeholder group in both
the city and county. Wichita had about 16,000 people participate in their
process… crime reduction is big, quality education is big, a clean city is big.
About 15 percent of high school and college graduates stay in Topeka, but there
must be jobs to drive all of it. There are about 180,000 people in Shawnee
County. A facilitator has been selected and a separate 501(3 umbrella will be
set up at TCF. The facilitator only manages the process. The process runs on a
three-year cycle. 34 organizations have provided about $700,000 to fund the
community-wide strategic planning process.
There will be a big kickoff in April. The entire process takes about 8 months to
complete. The entire process is redone about every 8 to 10 years.
A Steering Committee ensures consistency across government changes. A paid
staff ensures that it stays in front of everyone and makes sure the community
groups get involved.
4 – It was announced that Rogers Brazier is the new College Hill
representative.
