Duane Pomeroy called the meeting to order at 7:05 PM.  

9 people in attendance.
Don Rice is ill and Linda Woolf will help as assistant treasurer.  All of the
required signature cards are signed.  The CD is rolled over.

Lt. Russ Klump gave a presentation about Code Compliance.  July 2008 Code
Compliance moved under the Police Department and budget followed this
year.  “Clean Up Blight = Clean Up Crime” is the driver for renewed
emphasis.  Chapter 112 of the City Codes is Property Maintenance which
covers Nuisance; Housing; and Vehicles.  Code enforcement is an
administrative process not a criminal one.  Graffiti is a big issue right now
and it takes consent to go onto private property for paint-over.  Direct
contact is now the goal for graffiti where it used to be notice by mail.  The
grass mowing budget was cut for 2009.  The idea of a landlord registration is
gaining momentum, crafting the language is a challenge.  Valeo Behavior is
working on a “hoarding task force”.  To report code issues use
cleancity@topeka.org and you can be anonymous.  There are now 10
compliance inspectors.  The police want 2 more to match the 12 patrol
areas.  Plans are to add a “demolition specialist”.  To reach Lt. Klump use

Ruby Carson, Community Resources Council, spoke about the various
information referral services they provide.  CRC is at 501 SE Jefferson, Suite
30 (right behind Ramada).  CRC advocates for improvement in all of Shawnee
County.  CRC dates back as far as “Community Chest” which predates the
United Way.
